I'm presuming you weren't doing the driving whilst taking the photo ?
Looks like good old London Fog !!! (which I have yet to ever experience in my lifetime - something of legends, perhaps ?)
No, I was in the passenger seat trying to stay busy so I didn't think about how it looked like we were driving off the road.
I've had worse in the Commonwealth of Pennsylvania. When they were rebuilding I-81 between Harrisburg and I-78, it seemed like it was always that foggy or an intense downpour. They made trucks use the left lane too. I also had a much scarier ride in the Poconos on I-80 one foggy night.
